Kootenai County Jail Roster Overview
The official Kootenai County adult custody list is the KCSO In-Custody Report, which links to the Current Inmate List PDF. The PDF is titled as a Kootenai County Jail current inmate list with pending bonds. In the research capture, the same PDF showed current-as-of timestamps about 30 minutes apart on June 8, 2026, so it appears to regenerate frequently, although no official refresh interval was located. The roster is a list, not a search portal. There is no public profile page, booking-number search, date-of-birth field, sort control, or clickable inmate record in the captured public version.
The roster covers adults currently listed in Kootenai County Jail custody or county jail-related holds. It can show custody arrests, warrant arrests, court arrests, probation or parole-related entries, holds for other agencies, and US Marshal holds. It does not replace the Idaho Department of Correction locator for state-sentenced or supervised people, the Federal Bureau of Prisons locator for federal sentenced custody, the ICE Online Detainee Locator for immigration detention, or court records in Idaho iCourt. A person can also be recently booked but easier to spot in the Daily Press Log than in the full roster PDF.
The Kootenai County Sheriff's Office is led by Sheriff Robert B. Norris. The Jail Bureau operates the adult jail at 5500 N. Government Way in Coeur d'Alene and the official jail page identifies Jail Bureau Captain Jeremy Hyle. KCSO records channels are also important because the current roster omits many details people expect from an inmate profile, including mugshots, booking numbers, date of birth, housing unit, personal descriptors, and court dates.
The sheriff's In-Custody Report page is the official starting point for the current roster, daily press log, wanted reports, and VINE information.
Because the official output is a generated PDF, the most reliable method is to open the roster directly, check its timestamp, and use the PDF search function before calling the jail or filing a records request.
How to Use the Kootenai County Inmate Roster
Open the KCSO In-Custody Report and choose the current inmate list. The direct PDF URL is https://map.kcgov.us/app/Misc/SO_PDF/CurrentInmateList.pdf. Start with a last name, but keep alternate spellings, middle names, initials, and hyphenated names in mind. The inspected PDF was alphabetized by last name, but a browser or PDF find command is faster than scrolling through the full file.
- Open the KCSO In-Custody Report page and select the Current Inmate List PDF.
- Read the "Current as of" timestamp near the top of the PDF before relying on any entry.
- Use browser or PDF find to search the person's last name; repeat with a shorter spelling if needed.
- Review every arrest or charge block under the name because one person can have more than one listed event.
- Read the arrest type. Custody Arrest, Court Arrest, Warrant Arrest, and Hold for Other Agency mean different things.
- Compare the offense description with the related case value, but do not treat roster wording as the final court charge.
- Check Remaining Bond Due and the roster note explaining that zero or blank bond can mean sentenced or not bondable.
- If the person is not listed, check the Daily Press Log PDF, call the jail at 208-446-1400, and consider IDOC, BOP, ICE, or records request channels.
Kootenai County Roster Search Fields
The Kootenai County roster does not provide ordinary web search fields. The "fields" below are the public PDF items a reader can search or read after opening the roster. The practical search field is the PDF find box in the browser or PDF viewer, usually against the inmate's last name.

| Inmate Name | Text in PDF | n/a | Names appear as last name, first name, and middle name or initial when listed. |
| Incarceration Date | Date and time | n/a | Shows when the person entered the jail's public custody list. |
| Scheduled Release Date | Date and time | n/a | May be blank; a listed release date should still be confirmed with the jail. |

What a Kootenai County Inmate Profile Shows
Kootenai County does not expose a separate public inmate profile page in the inspected roster system. The PDF entry is the public profile. It gives a current custody snapshot, but not a full arrest packet, charging document, jail file, or court docket. For court-filed charges after arrest, use Idaho iCourt or the Kootenai County District Court clerk. For booking photos, incarceration dates, and other jail-related records not published online, use the KCSO public records process.
| Field | What It Shows |
|---|---|
| Name | Full roster name in last-name-first format. |
| Incarceration Date | Date and time the person was listed as entering Kootenai County Jail custody. |
| Scheduled Release Date | Release date and time when the jail has one populated; many entries are blank. |
| Arrest Type | Custody category such as custody arrest, court arrest, warrant arrest, or other-agency hold. |
| Arresting Agency and Officer | Agency, court, or officer value associated with the arrest or hold. |
| Arrest Location and Date | Location and timing for the arrest event or charge block. |
| Offense Description | Jail roster wording for the offense; not always identical to the prosecutor's final charge. |
| Related Case | Case or report identifier that may help with iCourt, records requests, or phone confirmation. |
| Remaining Bond Due | Amount shown for a line, if any; blank or zero may mean sentenced or not bondable. |
| Mugshot | Not shown in the inspected Current Inmate List PDF. |
| Booking Number | Not shown in the public PDF capture. |
| Housing Unit | Not shown in the public PDF capture. |
| Demographics | Date of birth, race, sex, height, weight, hair, and eye color were not visible in the current PDF. |
| Court Date | Not shown; use iCourt hearing search or the court clerk for court scheduling. |
Finding County, State, Federal, and Immigration Inmates
The county roster is for Kootenai County Jail custody, which usually means pretrial detainees, local jail sentences, court and warrant commitments, probation or parole-related jail bookings, and some holds for other agencies. The Idaho Department of Correction Resident/Client Search is different. IDOC covers people on court probation, parole, or under IDOC jurisdiction, including state prison sentences. IDOC can sometimes show a person physically located at Kootenai County Jail while under state jurisdiction, so checking both county and state systems is reasonable when the status is unclear.
Federal and immigration custody are separate. Use the BOP Inmate Locator for federal sentenced prisoners from 1982 to the present. A US Marshal hold in the Kootenai roster can mean federal custody interest while the person is physically held in the county jail, but that person may not yet appear as a BOP inmate. Use the ICE Online Detainee Locator for adults in ICE custody or CBP custody over 48 hours. KCSO also points readers to VINE, and Idaho VINELink can be used for custody and court event notifications such as release, transfer, escape, or hearing changes.
| Custody Question | Where to Look | What It Will Not Show |
|---|---|---|
| Current adult county jail custody | Kootenai County Current Inmate List PDF | State sentence details, federal BOP release date, ICE custody data, or full court docket. |
| Recent daily booking context | KCSO Daily Press Log PDF | Complete jail file or profile page. |
| State prison, probation, or parole | IDOC Resident/Client Search | County bond, county booking number, county jail housing, or local arresting officer. |
| Federal sentenced custody | Federal BOP locator | County jail bond or federal pretrial details before BOP custody. |
| Immigration detention | ICE Online Detainee Locator | Minors under 18 or ordinary county jail booking records. |
| Notification after custody changes | Idaho VINELink | A replacement for the roster, court clerk, jail phone line, or formal records request. |
Kootenai County Jail Facilities
The adult roster is tied to Kootenai County Jail. Kootenai County Juvenile Detention is a separate secure juvenile facility and is not a public adult jail roster source. Juvenile custody records and juvenile court access are more restricted, so adult roster assumptions should not be applied to juvenile detention.

Booking Process in Kootenai County
Kootenai County booking information comes from the roster, the Jail Bureau page, and Idaho law. Idaho Code section 20-601 requires a person arrested and taken to county jail to go through booking, including photograph and fingerprints. Idaho Code section 31-2202 places the jail and prisoners under the sheriff's charge, and Idaho Code section 20-612 addresses receiving committed prisoners and necessary food, clothing, bedding, and medical care.
In practical terms, an arrest, warrant, court order, probation/parole action, or other-agency hold can lead to transport to the adult jail. KCSO says the Jail Bureau handles custody, meals, housing assignments, medication distribution, transport, mail, and searches. After intake, the person may appear on the current inmate PDF with incarceration date, arrest type, agency, location, offense description, related case, and remaining bond due. No official KCSO source located a guaranteed time from booking to roster appearance, so recent arrests should also be checked by phone or through the Daily Press Log.
Visitation Hours and Rules
Kootenai County Jail does not allow in-person social visitation. Attorneys and law enforcement personnel are exempt from the no-in-person visitation notice. Social visitation is handled online through CTEL/InmateSales, with visits scheduled up to one week ahead. Adults over 18 must provide photo identification, visitors under 18 must be accompanied by a parent or legal guardian, and visitors are limited to two people at one time. Calls and visits are monitored and recorded.
| Visit Type | Availability | Scheduling | Cost / Limit |
|---|---|---|---|
| In-person social visits | Not allowed | n/a | n/a |
| Attorney or law enforcement visits | Exempt from the no-in-person notice | Coordinate with the jail | Not published in research |
| Online/video visitation | Available | CTEL/InmateSales; schedule up to one week ahead | 60 free minutes weekly; extra visits $0.20 per minute |
| Email/message | Available through InmateSales | InmateSales account | $0.35 per email |
Phone, Mail, and Records Request Fallbacks
When the PDF does not answer the question, the first fallback is the jail phone line at 208-446-1400. This is the right channel for custody confirmation, roster questions, and arrival questions before going to 5500 N. Government Way. The jail lobby is open Monday through Friday, 8 a.m. to 5 p.m., but no in-person social visits are allowed. In-person records business may instead involve the Sheriff's Records Division at the North Campus, 2451 W. Dakota Ave. in Hayden, where the records lobby is listed as Monday through Friday, 9 a.m. to 4 p.m.
KCSO's forms page describes sheriff/jail records requests as the route for incarceration dates, booking photos, and other jail-related records. Use the KCSO JustFOIA public records portal or the printable public records request form. Provide the person's name, booking or incarceration date if known, related case or report number, and a second identifier such as date of birth when requesting records about a person. Idaho public-records timing is governed by Idaho Code section 74-103, and KCSO's form states written response timing of 3 business days, or delayed response no later than 10 working days for Idaho residents and 35 working days for nonresidents.
Inmates cannot receive incoming phone calls, and jail staff do not take messages for inmates. Most inmates can make outgoing calls by prepaid time or collect calls through CTEL/InmateSales. For mail, use the inmate's full name, C/O Kootenai County Jail, 5500 N Government Way, P.O. Box 9000, Coeur d'Alene, ID 83816-9000. Sender and receiver names and the sender's return address are required. Mail is inspected and scanned. Written letters and standard photos are allowed, but photos are limited to 10, cannot exceed 4 by 6 inches, and Polaroids are prohibited. Personal books mailed in are no longer accepted after October 31, 2025.
Commissary, Phone Funds, and App Availability
Kootenai County uses JailATM for trust and commissary deposits, phone time, and some bond options. The jail page names JailATM and phone number 877-810-0914. CTEL/InmateSales handles phone, video, and email services, with customer service at 877-998-5678. KCSO says the jail lobby window and mail do not accept cash, money orders, or cashier's checks for inmate funds; a lobby kiosk can accept cash, debit, or credit for prepaid phone time.
No official Kootenai County Sheriff's Office mobile app with inmate roster, warrant search, most-wanted, or public-records functionality was found in the official research sources. KCSO official pages link web tools such as the in-custody report, forms, VINE, online reporting, sex offender information, and social media, but no App Store or Google Play roster app was located. Treat unofficial apps or third-party listings cautiously and verify custody through KCSO, IDOC, BOP, ICE, VINELink, or the appropriate public-records office.
Note: Confirm current custody and account eligibility with the jail before sending money, scheduling video visitation, or relying on a bond amount.
